In recent years, China’s high financial surplus funds brings a lot of problems. one problem is the unreasonable structure, many places lack of funds with a large number unused. On the other hand is a serious waste of some projects, some of the projects funds surplus, but some lack of budget. The State Council put forward the measures to revitalize the financial surplus funds.Revitalizing the financial surplus funds, the main way is to make full use of the funds which are not used in accordance with the schedule to improve the efficiency in the use of funds. There are many main factors: a wide range of clean-up, the type of funds complex, difficult to control, departments do not pay attention, lack of financial personnel professional level, inadequate project preparation, slow execution, partial stock funds use is limited, inflexible statutory expenditure priority areas.Revitalizing the financial surplus funds is an objective need to improve capital efficiency and ease the financial balance of payments difficulties. It is also an important part to play an active role in the important content better. The recommendation is to deepen reform, improve the system, strengthen management, tackle the problem. Reform the system to wake the "sleeping" capital and avoid a new precipitation.
