The Research On Public Transport Fund Management Optimizing In JN

As a typical public utility, urban public transport provides basic condition of transportation for the residents. Only by arranging the routes scientifically and reasonably,increasing its capacity and reducing the price,can the urban traffic problems be basically solved. If the public transport industry wants to undertake the social responsibility and achieve all the above goals,it must start from optimizing fund management. So people’s needs can be met.Firstly, this paper summaries the research results about the subject at home and abroad, the research method and thought. It analyzes the connotation and present situation of the urban public transport fund management, and studies the existing problems. It also concludes the main measures. There are obvious problems in urban public transport fund management, such as short of fund,a serious shortage of financial subsidies,the price against the value and the financial personnels’ lagging notion. The paper tells about some ideas, including financial control and the Principal–Agent theory of fund management,comparative advantage theory of internal financing,capital structure theory and the theory of comprehensive budget management.Secondly, taking Jinan as the main research city, the paper analyzes the present condition of public transport in Jinan from financial subsidies,cost,bank loans and the ability of paying debts by experience summarizing method. From the related data, it also points out the main problems of urban public transport fund management in Jinan by qualitative analytic method and quota analytic method. And the problems are as follows. The fund structure in the public transport corporation is unreasonable. The capital subject is vacant. The fund allocation isn’t reasonable. The shrink and devaluation of the assets is serious. The income of main business grows slowly. The cost of daily operation is too high,and the financial personnels have a backward concept.Thirdly, referring to the reference,and knowing more about the policy of the public transport fund management in some big cities at home and abroad,the paper puts forward some solutions by documentary research method. Arrange the fund structure reasonably,strengthen the management of current fund,carry out comprehensive budget managementsystem,cut down the cost of fund occupying,reinforce the management of fixed assets and internal control,improve the efficiency of fixed assets,increase cost control,save cost and reduce expense in daily work,improve fund management level of the financial personnels.Finally, because of the public feature of public transport, the government should provide powerful measures for Jinan’s public transport fund management. It can learn from the advanced experience in this field abroad,and enforce its support. The government should participate in making effective financing plans,too. What’s more, it had better establish a reasonable bus pricing mechanism and standards and so on.The innovative points of this thesis are not only on analyzing the problems of public transport fund management and optimized measures from Jinan’s point of view, but also on paying more attention to its public feature. From the perspective of the government,it should provide more budget support and subsides,make some related laws and policies, participate in making effective financing plans, and solve the serious problem of fund shortage.
