With the development of world economy, energy consumption has increased dramatically. Environmental pollution and energy shortage have become increasingly serious. Energy-saving and emission-reducing is crucial for the sustainable development. As the world’s fastest-growing developing country, China had a rapid economic growth and made great achievements of constructions, but also paid huge costs of resources and environmental destruction. In recent years, the Chinese government has attached great importance to the development of energy conservation services. Since 12th five-year plan, our government has paid more attention to support and cultivate the energy-saving service industry, which has become the main force for energy-saving and emission-reducing. At the same time, the contract energy management mode in our country has got rapid development, and more and more energy service companies with independent innovation ability emerged.After more than ten years of development, the energy-saving service industry has grown rapidly, the scale of the industry has expanded, the financing channels has expanded, the business model is constantly innovating, and the service forms are continuously enriched. At the end of the 12th five-year plan, the number of domestic energy-saving service companies reached up to 3530. However, nowadays most of companies are small with weak comprehensive strength. They do not have the experience and ability to implement energy-saving projects in accordance with the contract energy management mode, and it is difficult for them to provide comprehensive energy services to energy-consuming enterprises, which seriously restricts the development of China’s energy-saving services. On this occasion, how to promote the development of energy-saving service companies in China, to make them bigger and stronger, improve the supply capacity of energy-saving services and make them meet the needs of energy-consuming enterprises has become an urgent problem to be solved. Therefore, the evaluation research on how to improve the core competitiveness of energy-saving service companies is of great significance.Based on the theory of core competitiveness and related theory of competitiveness evaluation, we did a SWOT analysis on energy-saving service companies according to their characteristics. Then, the "Five Forces Model" and value chain theory were applied to analysis the main factors of core competitiveness of energy-saving service companies, and the analytical framework and factors model were proposed. Furtherly, based on the related factors, the evaluation index system for core competitiveness of energy-saving service companies was established. After that, a comprehensive evaluation model of fuzzy level, FAHP evaluation model, was founded based on the advantages and disadvantages of the AHP method and the FCE method. Finally, the Xinkaipu Information Technology Co., Ltd was analyzed via the FAHP evaluation model. The countermeasures and suggestions were posed to enhance the core competitiveness of this enterprise, which was a workable paradigm for the evaluation of the core competitiveness of energy-saving service companies.
