Due to increasingly competition in domestic petroleum industry and Engineering, Procurement, Construction Project (hereinafter as "EPC")being more widely applied in international engineering market, many domestic oil company start to undertake international oil EPC projects to facilitate benign competition and sustainable development, and to enhance industry competitiveness. Currently the main features of international petroleum EPC projects are large-scale investment, high difficulty technology, widely involved professional fields, long project schedule, and various country circumstance etc. Therefore, The studies is based on the contract risk source of EPC projects in Africa Area, and gets the largest one in so many risk source by statistical method, expert scoring method, risk matrix method, and then formulate risk handling measures and management regulation for this kind of contracts based on the largest risk source. The main achievements are as below:Firstly, by statistics and collection of EPC projects contract risk source in four main countries in Africa (i.e. Sudan in North Africa, Chad in Central Africa, Niger in West Africa, Ghana in West Africa), get the distribution of EPC projects contract risk source in Africa and the result of comparison with FIDIC contract conditions.Secondly, by statistical method, expert scoring method, risk matrix method and quantitative method, confirm the significant risk source from various Petroleum EPC projects contract risk source analysis, and formulate solutions accordingly.Thirdly, according to the character of significant risk source and Chinese oil companies ability of projects execution, work out specific regulations of contract management for Petroleum EPC projects in Africa.Forthly, for practical application, based on the Contract of LPG Pipeline and Terminal Project in Ghana of Africa, combining with contract management regulations for Petroleum EPC projects in Africa, analysis and study the risk resource and get summarized results of risk resource, significant resource and the negotiation result by use of measures based on significant resource. Through the above study, verify the operability and effectiveness of the significant risk source analysis method, handling measures and contract management regulations.
