Since the reform and opening up, China’s economic growth rate increases more than developed countries, and created a miracle of economic growth, but with the improvement of people’s living standards, rising wages, the wage gap problems ensued. Wage is the foundation of people’s livelihood, the reasonable wage gap can potentially inspire people to work, improving labor productivity, accelerate economic development, but the large wage gap will cause distortion of the industry distribution, and affect the rapid development of social economy seriously. In recent years, the Beijing municipal government vigorously readjust the industrial structure, promote the rapid development of tertiary industry, the tertiary industry in Beijing in 2013 at the city’s total GDP 77.9%, employment in the tertiary industry accounted for 93.7% of the city, and the highest industry average wage is 3.65 times the minimum wage in tertiary industry, so the third industrial sector wage gap caused great public and government attention.This paper selects the data of 2009--2013 Tertiary Industries in Beijing, using the combination of factor analysis and Oaxaca-Blinder wage differential decomposition model method to study, obtain a result of Beijing tertiary industry wage gap is gradually narrowing, the nature of firm and the degree of monopoly on the industry wage gap of explanatory power has been weakened, the GDP of industry and employment in the industry has a positive role in the wage gap, employees average workweek has a reverse effect, human capital is an important industry wage gap factor. According to the analysis, offer incentives to small and medium tertiary industry enterprises in Beijing to compete vigorously, improve the vocational education system, promote the wage distribution system reform, increase technology research, adjust the internal structure of the third industry, promote the reform of wage distribution system and other policy recommendations.
