Along with the arrival of the era of globalization and knoSGMedge economy, physical capital and merterial capital is no longer the competition in the value creation. Human resources capital play important role in creation of value. Enterprise competition rely much on talent.Talent as important part of human resourceis particularly important in developing enterprise. Along with the rapid development of economy, Human resource management has to face how to comply with the corporate strategyenterprise, how to management employee system to implement the target enterprise, in order to make the staffs ability and skills and business requirements to achieve dynamic balance, finally realize the coordinated development of enterprises and employees, finally achiving win-win aim.It is a common topic that the modern enterprise managers have to handle. The domestic numerous companies have began to explore solutions to the problem very early, but they has not found a satisfactory answer yet.In 1995, China’s labor and social security department absorbed NCVQ vocational standard system into China.Beijing Foreign Service Corporation and Shenzhen Huawei Technologies Co., Ltd. most early adopted the system. Many domestic enterprises begin to refer the successful practice of the operation of the qualification system of Huaweicompany to construct their respective qualifications management system.Through the research this paper draws the following main results:1、This research is based on the SGM medical corporation (SGM for short) the qualification management system construction. SGM is coming to the new third board (an over-the-counter market for growth enterprises).This essay firstly explains the reason of choosing the topic, analyzes the current situation and existing problems of the company’s personnel management, and emphasizes the necessity and urgency of construting qualification management system.2、Secondly the essay introduce the qualification management theory, defines the working qualification management concept and content of qualification management system. Thirdly the essay explains the existing research limitations and the purpose, content, theoretical significance and practical significance of the research. Thereafter the essay introduct the construction of the SGM corporation qualification management system construction, describes the type of position chategory and sequence division, standards and main content of qualification, qualification evaluation and qualification management system in the actual application. Selectting the human resource management series of professional class as an example to illustrate the content of the qualification standard.3、By building on competence and qualification standards based service qualification management system, combinating with human resource module such as qualification and allocation of recruitment, salary system, performance system, training development ect.to solve the problem of the personnel in the career development, enterprise personnel training and selection.Qualification management system establishment for regulating the company’s employees work behavior, improve the professional level, clear channel career development, to enhance the company’s overall human resources management ability and enterprise’s core competitiveness has important significance.At the end of this essay, it summarizes the conclusion of the management of SGMcorporation’s qualifications and the innovation points and deficiencies of this research. This essay have certain practical significance to strengthen the basis of human resource management and improve its human capital management of SGM, and also can be reference of the enterprise life cycle in adolescence, needs rapid growth similar to that of the new third board comany on the human resources management.
