Therefore, to use this as a starting point, the thesis will focus on the operation of the mechanism and economic growth effect of spare capacity’s external transfer in Shanxi Province.By calculating capacity utilization among eight traditional pillar industries, the current capacity utilization can be determined in Shanxi Province, and be cleared that external transfer is the wise choice for resolving the contradiction of capacity as well as promoting economic growth in Shanxi.On this basis, this paper also analize the mechanism of spare capacity’s external transfer in Shanxi Province, incoluding the analysis of transfer patterns based on driving factors, target markets and industrial chain, further explain the special government push mechanism of Shanxi. It can be seen that selecting the external transfer properly is beneficial to achieve economic effects, such as promoting technological progress, expanding investment scale trade, adjusting the industrial structure, maintaining social stability and stimulating economic growth etc.Further, the measurement model is established in this paper, through the empirical analysis, and the spare capacity’s external transfer pull effect on the economic growth has carried on the quantitative analysis. The empirical descriped that spare capacity’s external transfer helps to promote economic growth in Shanxi Province indeed. Among them, is given priority to with coke, steel spare capacity of Shanxi industry’s contribution to the economic growth is more outstanding.However, based on the special environment of promoting the capacity of Shanxi Province, there still are obstacles such as shortage of talent, lack of funding and innovation conscious week, thus in this process should grasp the propel principle to prevent the alternative economic and industrial “ hollowing out ” phenomenon. Therefore, in order to solve the obstacles of spare capacity’s external transfer in Shanxi Province, we should strengthen the propaganda and talent training of enterprise consciousness, and increase financial support. Then combine the“One Belt And One Road”strategy and FTA strategy to promote the transfer of spare capacity in the international market, resolving the severe contradiction of spare capacity, and promote the economic growth in Shanxi Province.
