The Study On Dishonest Acts And Its Aversion Mechanism Of Rural Minimum Living Security

China began to explore the rural minimum living security system since the mid-1990s.Till now, the implementation of the rural minimum living security system becomes increasingly mature, standard, and plays an important role on solving the basic life difficulties of rural people, and helps the rural poor people out of poverty. During the implementation process of this policy, many people enjoy subsistence allowances by making welfare fraud, and the welfare dependence problem is also not insignificant. As the subject of policy implementation,some government departments and its subsistence workers also use their power to seek benefits for others or individuals, not according to the provisions of the implementation of the policy and so on, which makes the policy inefficient, rising the cost of assistance and wasting national resources. At present, many scholars have put forward some pertinent suggestions for the standardization and perfection of the rural minimum living security system.However,there are few previous studies on the dishonest acts of the policy executor and policy applicable object from the perspective of the effectiveness of policy implementation,nor putting forward a more perfect rural subsistence allowances for the prevention of acts of dishonesty. Nowadays, a wave of credit system construction is setting off. Making a system study on the dishonest acts and putting forward corresponding countermeasures is meaningful for the standardization for the operation of rural minimum living security policy, and improving the effectiveness of the implementation of the policy. In view of this, this article will focus on the dishonest behavior of the government and its office-holder, and the policy applicable object. Looking forward to putting forward some pertinent suggestions for the aversion mechanism.Combined the rural subsistence allowances policy implementation status of Lingshan county in Guangxi Province with theoretical tools for a comprehensive analysis,this paper mainly obtains the following four views:First, the dishonest acts is widespread in the field of the implementation of rural minimum living security policy, and their behaviors are different. Second, there are series causes of the dishonest acts, including high welfare, lacking of enough qualified policy executors and sufficient work funds, difficult to checking the economic status of rural households, inefficient access and exit mechanism, information asymmetry, lacking of punishment and accountability measure. Third, there are some problems with the dishonest acts aversion mechanism, such as the current mechanism of checking the rural residents’income is not perfect, the policy executors have too much power, there is a certain vulnerability in subsistence policy,supervision and accountability mechanism is not perfect; not build a perfect social assistance credit system and so on. The fourth is to build a relatively perfect dishonesty prevention mechanism by perfecting minimum living relief dishonesty prevention mechanism, strengthening credit risk prevention and control of rural minimum living security policy itself, perfecting minimum living relief supervision and evaluation mechanism; strictly implementing the punishment and accountability mechanism to promote the development of the rural minimum living security policy.
