| Since 1978, China’s economy has entered a comprehensive social restructuring. With the addition of the market economy and the establishment of development, the interests of the general public also will be the awakening of consciousness, the demands of diverse interests of society gradually formed; therefore, re-integration of social change and social benefits of environmental policy requires public must be able to reflect people demand. Meanwhile, the government’s decision management system is difficult to play its role in an increasingly complex environment of public administration under. Therefore, to achieve a comprehensive public administration activities, professional, strategic technology and improve the quality and level of public policy, we need a comprehensive external borrowing intellectual society different scholars, experts and advisory bodies and the like.As a government think-tank significant external intelligence organization, whose main objective is the study of public policy, improved policies and influence government decisions.
