The Reform Of Vietnam’s Economy And The Development Of The Ethnic Chinese Economy In Vietnam

In the 1970 s of the 20 th century, the southern Vietnam has been liberated and then Vietnam achieved unification. At the 1970 s to the beginning of the 1980 s, the national had been in a dilemma living situation because of facing the world scope of industrial structure upgrading and reform and a lot of crisis of domestic economics and society. Owing to situation, the Communist Party of Vietnam summarized the experience and lessons of the socialist transformation movement, and then rethunk profoundly and corrected the wrong guideline. In the December of Vietnam the Communist Party of Vietnam convoked the 6th congress, as a result,the line of reform and opening-up has been established, which needed to implement a comprehensive innovation and opening-up and transform the focus into the economic construction. That was to say, through a planned economy, the government of Vietnam admitted the existence of various economic compositions gradually, and also established and expanded the socialist market economy. At last it established the development process of “socialistic commodity economy” ultimately, and moved towards the international market.In the process the Vietnam government re-recognized the importance of the ethnic Chinese in the development of economy constructions of Vietnam. According to the statistics, there were about 860 thousand the ethnic Chinese in Vietnam at the end of the last century. About 100 thousand the ethnic Chinese had migrated into Vietnam since 21 th century. After the World War Ⅱ, the economy of the ethnic Chinese in Vietnam broke down and even collapsed. Since the comprehensive innovation has been carried out in Vietnam, the Chinese policy had also been adjusted in order to adapt to the changes in international and domestic environment. Politically, the ethnic Chinese have the equal rights to choose their nationalities as the local Vietnamese in policy; The local government encouraged the ethnic Chinese to recover their economy in economy field. Furthermore, the government also issued the concessional policy to attract the overseas Chinese to get back to Vietnam to invest and make trades with peripheral countries. The Vietnam had been a member of the Association of Southeast Asian Nations in 1995. In the situation of regional integration and the intensive cooperation of the alliance, not only the Vietnamese need to enhance the communication with Chinese, but also they should strengthen communication with the Southern Asian countries. During that, the ethnic Chinese play a very important role in this stage that can connect the communications with any other country. And the Vietnam has been the member of WTO in 2006. Therefore, the process of comprehensive innovation in economy of Vietnam made it integrate into the organization of the world economy gradually.Nowadays, Vietnam has been reformed and opened-up for 30 years, and also it has been insisting the road of Vietnamese socialism with Vietnamese characteristics, as a result it has achieved remarkable achievements. This study will pay more attention to the process of ensuring “socialist market economy” in Vietnam and the palinesthesia and development of Chinese economy after the reform and opening-up policy by making the economic reform in Vietnam and the development of Chinese economy as the point of penetration. This study would also make the deep analysis and explanation of the context of economy constructions in the policy of reform and opening-up in Vietnam and the reason why the restoring and developing of the power of Chinese economy is a strong power that could promote the economic innovation in Vietnam into a new stage at same time...
