The Research On Government Responsibility For Default On Rural Migrant Workers' Wages

Based on the qualitative analyses of the factors causing the default on wages of the rural migrant workers, using the micro-survey data and expert-survey questionnaire data, this thesis does a deeper empirical research on these factors to study the government responsibility for the default. The main conclusion of this thesis is as follows: on the one hand, the government failed to guarantee the effective execution of the contracts , inducing the funds chain of payment broken , during China's transition period, on the other hand, with the principle of the "economic growth first", the govenment take sides in the investors and employers, lapsing the implement of the equal contracts between rural migrant workers and employers. Thus, the government largely answers for the default. On the side of the government, the thesis also brings forward a series of countermeasures to settle this problem.
