Study On Farmers’ Social Security In Shibi,panyu,guangzhou

With the rapid economic development of China, and accelerating the pace of industrial development and urban construction, the requisition of the land is increasesing. Which on one hand, promotes the economic development and the urban construction; On the other hand, also makes out in a large number of farmers to become "landless people" In recent years. Land is the lifeblood for the farmers, and the farmers’ land is requisitioned, which means the farmers losing their basic means of production and life. Due to the duality-structure, the farmers have long been excluded from the social security system. Also, because of the defective land requisition compensation mechanism and farmers’ rights and interests safeguard mechanism, it leads to a lot of land-losing farmers in "farming landless, no duty to work, no weal of social security" awkward situation.Land-lost farmers as a special group in the urbanization process, fundamentally improve and perfect the social security system of land-lost farmers, solving the land-lost farmers living, employment, health care and pension issue, also safeguarding the legitimate rights and interests of land-lost farmers effectively. It makes a huge contribution to the social stability under the process of the urbanization. The farmers living in Shibi, Panyu District, Guangzhou City(hereinafter referred to as the "Shi bi") is the typical member of the land-lost farmers in China. Based on Shibi land-loss farmers as an object for research, the paper divided into seven parts altogether. The first part of introduction mainly elaborates the research background: the research purpose and the research significance. Standing on the shoulders of giants, we make the analysis for the the study of domestic and foreign scholars. The second part of the definition and introduction to the theory of land-lost farmers’ social security: we make the analysis for the urbanization of land-lost farmers, urbanization, and the concept of the social security system. And then expound the urbanization and the modernization theory, human’s adaptation theory, the marxist social security theory, the theory of compensation and resettlement of land-lost farmers and employment theory, laying theoretical basis for this article.The third part of the investigation and analysis of present situation of Shibi land-lost farmers: firstly this part introduces the basic situation of Shibi, also the basic situation of land-lost farmers. According to the survey, we make an analysis of the situation about the land expropriation compensation system and the land-lost farmers’ social security system in Shibi. The fourth part of the problems existing in the Shibi land-lost farmers’ social security: combining with the actual situation of the land-losing farmers, we summarize the land-lost farmers’ social security problems in Shibi. The fifth part Introduce chengdu, Shanghai and Hangzhou of the precious experience of land-lost farmers’ social security, it provides the valuable enlightenment for the social security construction of the Land-lost farmers in Shibi. The sixth part perfect suggestions on the land-lost farmers’ social security system in Shibi: according to the problems of land-lost farmers’ social security, we put forward some suggestion about improving and perfecting the land-lost farmers’ social security in Shibi. The seventh part is the conclusion and prospect, which is the summary of this article, and the practical and realistic to put forward the innovation and deficiency of this paper, and finally put forward the direction of further work.
