Under the background of the "new normal", the China’s economy downward pressure increasing, economic growth continued to decline. The causes of structural and cyclical are intertwined, but the more fundamental is structural reasons, China has entered a new stage of transformation and structural reforms. Since the 2008 financial crisis, the United States has implemented the "reindustrialization" strategy to revive the real economy; the Germany has introduced the "Industrie4.0" program to strengthen industrial competitiveness, while China has entered a crucial stage in which economic development transformation from investment-driven and factor-driven to innovation-driven. Therefore, China also should implement the "reindustrialization" strategy.Taking the analytical framework of Schumpeterian innovation theory as the cornerstone of this paper, viewing the Industrial Upgrading Theory, New Institutional Economics, Economic Growth Theory, Evolutionary Economics as the theoretical basis,this paper through the methods of induction and deduction under the framework of theoretical analysis to focused illustrates the intrinsic nature and the dynamic mechanism of Schumpeterian innovation recycling industry, then with case analysis method, the paper combed and deconstructed the "reindustrialization" strategy of the United States, to realize the close combination of theory and reality.Based on the structure effect and technology effect characteristics of China’s industry, industrial growth dynamic mechanism conversion feature, inductive and deductive analysis of the characteristics of the industrial growth mode. We found that China’s industrial structure effect and technology effect into path-dependence and lock-in; China’s industrial growth has entered a crucial stage in which economic development transformation from investment-driven and factor-driven to innovation-driven; industrial growth modes needed by the Smithian growth to the Schumpeterian growth transformation. Reindustrialization need Schumpeterian innovation reengineering industrial structure effect and technology effect realize path creation; reconstructing industrial growth momentum to achieve innovation driven growth; reconstructing industrial growth mode to realize the Schumpeterian growth. Therefore, the intrinsic nature of reindustrialization lies in Schumpeterian innovation recycling industry. Based on Schumpeterian innovation theory, by deductive analysis the dynamic mechanism of Schumpeterian innovation recycling industry, we concluded that the key lies in five-dimensional innovation that product, technology, organization, market and raw material, and change techno-economic paradigm, put the "creative destruction" of industry into effect, and implement industrial transformation and upgrading. Then the paper constructs a theoretical framework of reindustrialization, which includes five-dimensional innovation, dynamic transmission mechanism, and "Trinity" support system. Based on case analysis, on the foundation of the realistic background of the United States reindustrialization strategy and the reindustrialization policy text in-depth inquiry, By Schumpeterian innovation theory, the paper systematically sorts out and deconstruction the strategy of reindustrialization in the United States, which lays the foundation for this article. In view of this, China from technology research and development, the development of clean energy, cultivating entrepreneur spirit, perfecting financial market and the establishment of inclusive system recycling industry, realizing the innovation driven transformation of development momentum, realizing the Schumpeterian growth.
