The Study On Practical Dilemma And Solution To The Accurate Poverty-relief Of China

Further promoting the poverty-relief work is the need of making the rural poor out of poverty as soon as possible and sharing the achievements of national economic development. In the process of the long-term poverty alleviation in China, the large-scale poverty alleviation and development work has made great achievements, which failed to be consistent with our country’s current situation. Therefore, we need the further poverty alleviation mechanism to perfect the policy for poverty alleviation. This paper shall focus on analyzing and discussing the following problems using the method of literature analysis and case analysis:How the implementation of the current accurate poverty-relief work is going on, practice of what is going on, what difficulties did we encounter in reality, what are the main causes and how to optimize the accurate path for poverty alleviation. The study has a certain significance on better carrying on the follow-up work of accurate poverty-relief, which can promote the rapid development of rural areas and narrow the urban-rural wealth gap.The accurate poverty-relief means to accurately identify the specific people living in poverty through scientific recognition mechanism and analyze the poverty causes on the individual, then give them the targeted measures for poverty alleviation, thus to achieve the goal of helping true poverty and sincerely help the poverty. The policy of accurate poverty-relief has been implemented in orderly and obtained many achievements, while also met a lot of problems. This paper shall take Zhalantun in Inner Mongolia as an example to analyze the problems encountered in the process of accurate poverty-relief. During the research, we found that accurate poverty-relief has met the following difficulties:technology difficulty in recognizing the poor; the outward flow of rural labor made it difficult of accurately implementing the poverty alleviation policy; the values and ideas of the poor produce impact on the implementation of accurate poverty alleviation; The institutional defects of the poverty-relief policy itself result in the failure of implementing the accurate poverty-relief mechanism; poverty-returning phenomenon is still obvious. As for these difficulties, this paper shall carry on the analysis from the aspects of the accurate identification method, the outward flow of rural labor force, lack of human capital, institutional defects of the poverty-relief policy itself, as well as the input and use of the resources of poverty alleviation.In the end, this paper put forward three aspects of the main body, mechanism, and resources of accurate poverty-relief to optimize its path, strengthen the farmers participation, and the accuracy of accurate recognition; Innovate the accurate poverty-relief mechanism and the credit poverty-relief mechanism as well as formulate reasonable standard of poverty-relief; In view of the poor, formulate the targeted support plan and support projects and increase investment in the supply of public services and education.
