Research On Accurate Identification Problems Under The Background Of Precise Poverty Alleviation

In February 2017,on the 39 th session of collective study for the Political Bureau,Mr.Xi Jinping stressed that(we)must lay solid foundation for precise poverty alleviation by establishing personal files for impoverished households on basis of accurate identification of impoverished population and making dynamic adjustment timely.In order to improve accuracy and efficiency of poverty relief measures,the key is to vary methods based on local conditions,customize strategies for different households and emphasize industrialized poverty relief through improvement of institutionalization and supporting economic entities that are capable of helping impoverished population.President Xi Jinping's discourse has identified the key of accuracy which plays fundamental and conditional role in this task.The foremost issue in accurate poverty eradication is accurate identification which plays the crucial role no matter in which country or any stage of the poverty relief task.The essay is to analyze the relation between targeting and identifying and discuss the logic and effects of accurate identification,which might not only shows practical significance but also shed light on theoretical exploration.The paper is to,in the first place,compile and review previous research results and theories on poverty alleviation,and define such basic notions as poverty,poverty identification,poverty relief and poverty targeting,whereby then focus on discussing the difference and association of poverty identification and poverty targeting and the theoretical origin and practice.Secondly,by reviewing the history of poverty alleviation of China,we are to discuss development of theories and practice in relief of re-poverty of our country and eventually conclude on function and effects of accurate identification.Thirdly,by employing the method of case study combining material analysis,we are to expound point of views based on experience acquired in poverty alleviation activities in Tuo Luo village.Finally,we need to find strength and weakness of Tuo Luo village's poverty relief practice through such factors as identification rejection,table identification,degree of participation and expenses,and at the same time analyze the problems and their causes from institutions,economy and ideas,and propose our suggestions on the perspectives of institution modification,idea changing,method innovation and foundation consolidation.The research reveals that accurate identification is cornerstone,key factor and guarantee of accurate poverty relief.Accurate identification is necessary outcome of multi-dimensional and dynamic poverty relief and highly associated with the forms of poverty.As a system,accurate identification has its own logic and plays a fundamental role in management and assessment of poverty alleviation work and is throughout every each phases of poverty relief.It ensures accurate measures,accurate management and accurate assessment of poverty alleviation work.
