| With the national strategies "Going global" and "the Belt and Road", construction enterprises have undertaken more and more international projects in recent years. Chinese construction enterprises enhanced their competitiveness gradually by years of exploration and accumulation. Compared with some foreign construction enterprises, however, Chinese construction enterprises indeed participate little in overseas BOT projects. What’s more, the variety of these projects is single and most of which are hydropower stations. For one thing, the overseas BOT projects will face more complex risks compared with other projects. For another, Chinese construction enterprises tend to lack the ability and the experience of managing such risks. In addition, some objective factors and relative policies also contribute to this.Risks in overseas BOT projects are firstly identified and sorted from construction enterprise aspects in this paper, and then engineering risk sheet will be concluded in this way. After this, the process and content of risk management in this kind of projects are given by literature collection and investigation of experts in the construction enterprises. And the problems contained in the risk management and its reasons will be found and summarized in two aspects. The risk management system in the construction enterprise is still incomplete now which is the main reason of the problems above. Another reason is that the external conditions for contracting the overseas BOT projects are not mature and some relative factors are limiting the construction enterprises to make a change.To solve the problems, two top international construction enterprises, the French enterprise Bouygues and the German enterprise Bilfinger Berger, which are always among the best in the ENR international contractors in recent ten years, are chosen as the examples. This paper tries to learn experiences of two companies by analyzing their models in risk management and doing case studies and then get inspired in this way. At last, some countermeasure and suggestion to enforce the overseas BOT project risk management will be proposed to Chinese construction enterprises in some aspects like building the specific organization of BOT risk management, perfecting the risk management system, enriching the methods of risk management and paying attention to developing the relative staffs. |
