Effects Of Forestry Policy Changes On Forest Resources In Northeast China

Forest is an important part of ecological construction and an essential resource for human life. The dynamic change of forest resources can reflect the effect of forest management, and then respond to the change of forestry policy impact on forest resources.In this paper, we collected mainly forestry policy since the founding of New China by the means of consulting lots of references, refer to the text and access to forestry sites and other ways. The development of forestry policy should be divided into: the forest policies in the early years of New China, the forest policies since reform and opening up, the forest policies since1998, then summarized the characteristics of forestry policy in each period.According to the five forest resource inventory dates for management in 1987,1995,2003,2008 and 2013 of lushuihe bureau, using the method of chart analysis the Dynamic Change of forest resources of lushuihe bureau from aspects of forest area, forest reserves, stand origin, tree species, age group and forest quality. The results show that : with the more comprehensive and more meticulous of forestry policy, forest resources had a better development: forest cover continues to increase, volume and the proportion of natural forest area increased year by year, the proportion of the age group tend to be more reasonable, forest quality had been improved.At last, we discussed the relationship between the dynamic changes of forest resources and forestry policy change combined with the related forestry policy after the reform and open policy.
