As a technology oriented enterprise driven by product technology innovation, its foundation of innovation does not only come from the product technology itself, but also from the effective control of the risk of R & D. Many managers have found that the traditional rigid management structure is not the best one for a technology oriented enterprise’s R&D management. The environmental uncertainties will bring a great risk to the development of innovative enterprises. The flexible organization plays an important role in dealing with the risks of research. This paper studies four kinds of flexible organizational structures, which are, internal integration organizational structure oriented by process, external integration organizational structure oriented by process, internal integration organizational structure oriented by task and external integration organizational structure oriented by task. This paper takes the research project of HB company as an example, discussing the types of risks may face and take the four flexible organization structures listed above as alternative solutions against the risks for R & D.Using analytic hierarchy process to quantify the risks, quantitative analysis the risks have been identified, calculate the weight of each scheme and then choose the best flexible management scheme to deal with the risks during R & D process including the technology risk, market risk and management risk.
