With the new technology to promote world of revolution,as the promotion of social productive forces and overall national strength of the important support,scientific and technological innovation has become the world to promote scientific and technological progress and innovation in national strategies. Technological innovation has been put in the key position national development of national development. As technology innovation core resources,technology resource optimization has become an effective way to solve the technology and economic docking. Actually, although our country has the total amount of abundant technological resources, it is distributed imbalances and with low sharing efficiency which is serious. It is the deep-seated reason that innovation main body and resources main body have inadequate interactive so that technology resources become dispersed and separated with the influence of traditional scientific and technological system. Therefore,how to promote innovation and resource principal bodies’ interaction resources for improving scientific and technological achievements. Because configuring technology resources are comprehensive reflection of innovation main bodies and resources main bodies’ resources interaction,they throughout the scientific and technological innovation activities. Therefore,this paper attempts to study science and technology resource allocation optimization problems from social network which is new perspective.Firstly, the paper defines the regional scientific and technological resources of the network,and studies the regional science and technology resource allocation network system on the basis of basic theory and related documents. Simultaneously,it explores the main bodies of network’s social property and roles feature so that reveals regional science and technology resource allocation network’s essence. Secondly,we select network centrality,structural holes,coupling strength etc.from network structure and network relationship dimensions by social network analysis. And we propose relationship hypothetical model of regional science and technology resource allocation network with allocative efficiency. Simultaneously,we build evaluation system of regional science and technology resource allocation network and allocative efficiency. Thirdly,we conduct empirical analysis for relationship hypothetical model by super efficiency DEA-Tobit two-stage model. It proves the network size, network openness, links and reciprocalsignificantly affect the strength of the efficiency of resource allocation, network centrality had no significant effect on the efficiency of resource allocation,and some indicators of structural holes have a positive impact on regional science and technology resources allocation efficiency,but some has a negative impact. Finally,we propose a network optimization strategy from network structure and network relationship.
