An important reason of greenhouse gases is from land use change, which is complicated. Therefore, studying the land use change in carbon emission could comprehensive analyze the relationship between land use change and carbon emission, to reduce carbon emission and other negative externalities of land use, optimizing land use structure, and promoting green, low-carbon and sustaining development.Because of the rapidly economy development and dramatically land use change in recent years, this article selects Changsha as the research object. Based on the theory of land use and carbon emission, and the data of land use change and energy use of Changsha from 1999 to 2013, Using Grey relative analysis method, Decoupling elasticity method, Kuznets curve and Grey forecasting method, estimating carbon emissions of Changsha causing by land utilization, and analyzing the relationship between land use change and carbon emissions, providing corresponding range of eco-compensation standards. The result shows that:(1)There existed obvious spatial differences of carbon emission in Changsha, carbon emissions are mainly in central city, but carbon emission of per unit area is mainly in surrounding counties.(2)Construction land is the main carbon source, and forest land is the main carbon sink in Changsha. According to the result, the relationship between land use change and carbon emission: construction land > woodland > cultivated land > waters > unused land > orchard > grassland. Therefore, optimizing the land use structure is an effective way to shorten carbon emission.(3)Decoupling trend between Land use input-output intensity and carbon emissions of land use was weak decoupling, basically with the same trend, which means in that period land us input(output) intensity and carbon emission increased, but the intensity of land use is faster than carbon emission.(4)Through established the Kuznets curve between the construction land and carbon emission intensity, the result shows that there existed the inflection point, which is in 2011.At that time, the construction land occupied 14.20%, and carbon emission reached at 374.967 million tons, into the period of relative reduction.(5) Predict the carbon emission of land use in Changsha from 2016 to 2020, providing a reasonable advice to reduce the carbon emission in Changsha.
