As a new type of financial service channel, online banking has gradually developed along with the development of information society information technology. It is the extension of traditional banking business using network. However, the rapid development of online banking is also accompanied by risks. It’s important to speed up the control of commercial bank online banking business risks, enhance the supervision of online banking and promote the healthy operation of online banking business of China’s financial industry. In this paper, I use the project of Jilin rural credit cooperatives online banking as the research object and explore the online banking project in the implementation process of risk prevention strategy, which has a strong practical significance. It helps the rural credit cooperatives of Jilin province further understand and analysis of the development characteristics and prospects of the online banking, and it also help the Jilin Province rural credit agencies to identify online banking project risks and take corresponding preventive measures. Through detailed analysis on the promotion of Jilin Province rural credit agency online banking project risk and on risk control and management put forward corresponding policy suggestions, this paper is helpful for the healthy operation of the rural credit cooperatives of Jilin Province to provide ideas, but also for other industries to provide an important theoretical reference value.First of all, this paper analyzes the traditional risks of the project, including strategic risk, operational risk, reputation risk and legal risk. Strategic risk affects the economic benefit and the overall development strategy, development goal, resources and core competitiveness of the bank. Operational risk refers to the internal procedures, personnel arrangements are not perfect or existing problems. The reputation risk refers to the negative impact of the negative public opinion on the temporary and permanent of the bank’s capital and earnings. Legal risk refers to the occurrence of illegal and other acts, resulting in the loss of silver in the economic risk. Secondly, it analyzes the specific risks encountered in the development of the project, including technical risk, outsourcing risk and security risk.Then this paper respectively from the legal framework is not perfect, in-house set uncoordinated, Internet banking and technology support backward, online banking supervision ineffective and customer awareness of operational risk of light book five layer facing the rural credit cooperatives of Jilin Province to carry out project of the online banking in the process of risk analysis. The legal framework is not perfect mainly manifests for the formulation of laws related to Internet banking is not perfect, laws were enacted with the rapid development of Internet banking, leading to the relevant departments of the state in the new service the lack of effective supervision. Internal institutional settings are not coordinated mainly manifests for the internal control system construction is not perfect or lack some of the necessary system, resulting in lack of business of the bank on the net a can effective implementation of management standards, the Bank of internal control system for the implementation of inspection and online banking risks do not match, resulting in decreased the effect of internal control. Technical support for online banking is mainly reflected in the development of new products and services for online banking projects, the lack of products and services with the characteristics of the bank to meet the specific needs of customers. Online banking supervision is mainly reflected in the bank’s internal audit work problems caused by loss. Customer operational risk awareness of light book is mainly reflected in the lack of operational risk awareness of customers, online transactions have not yet formed a good idea and habits.Finally, after the analysis of the risk and the causes of the risks, this paper carried out in accordance with the actual situation of the project of the bank on the net the rural credit cooperatives of Jilin Province proposed the corresponding risk control strategies, including the management of risk control strategy and technology of risk control strategy and the service risk control strategy. The management risk control strategy includes strengthening the management of the online banking operating system, strengthening the management of the staff, making the rules and regulations, strengthening the control and management of the internal operation. Technical risk control strategy includes monitoring strategy, system backup strategy, system fault emergency strategy. Service risk control strategies include promptly inform the customer risk, and customer safety education; promptly inform the customer risk, and customer safety education; warn customers of user name and password; authorization control, customer rating of wind risk tolerance range determined the risk grade of the clients; fine customer audit information, online banking services for customers in implementation of effective management.
