The western part of Jilin Province is situated in the stretch terrain of Eurasian Steppes and the east of Horqin Grassland, which is the transitional section of sub-humid temperate climate to semi-arid climate. Both from the perspective of economics and the ecological function, the value of grassland is worthy of attention. Despite abundant natural resources, the deterioration of ecological system in Jilin Province has become a major negative factor restricting the economic growth.The dissertation analyzed the domestic and foreign literatures in grassland economic development and defined grassland function and grassland economy. The relationship among grassland economy, culture and other forms of economy were explored. On the view of system and science, the construction of grassland economy system, such as structure、characteristics、function, evaluation principles and stimulating factors were fully analyzed. The dissertation pointed out that grassland economy is a co mprehensive system with the interweave of social, ecology and economy. Meanwhile, grassland economy is a w eak industry, which needs the promotion of pasture industrialization and prevention of diversification risk. Analytic Hierarchy Process(AHP)is employed in this dissertation and a series of approaches to implement grassland ecological economy development in Jilin Province were offered.The relationship between sustainable ecology system and economic development is the core of this dissertation. The conclusion provides a novel way for the economic development of Jilin Province and a reference for the further theoretical study and policy-making.
