The Capitalization Of Rural Collective Resources In Wenjiang, Chengdu

Agricultural economy is the foundation of the national economy, at present, agricultural economy grows inadequacy, it is limiting factor in the course of modernization development in China. Since the Sixteenth Congress, the government introduced a series of policies to support the development of agricultural economy, although achieve some successes, but our urban-rural gap has not been significantly reduced, the gap between rich and poor is still quite serious.The main reason for lack of driving force for agricultural economic development is lack of capital, and the infrastructure of rural areas lags behind, there are difficulties in the introduction of external capital, the only way is transform the rural collective resources especially the most abundant land resources to capital, to make up for lack of capital, promoting rural economy. The purpose of this paper is citing the example of Wenjiang District to explore the basic conditions and fundamental path of how rural collective economic organizations through land resources capitalization and proposed effective countermeasures of capitalization of rural collective land resources.The theory of rural collective land resources capitalization is confirmed by property rights and value of rural collective land resources, to make resources to assets, and then through the capital market to capital operation, with basic security policies, so that resources have further property assets into capital, to make up for lack of capital, promoting rural economy. Under the guidance of the core idea of this paper, to make the following arrangements:At first, many research works focus on valuation and capital of rural collective resources, analysis gaps and inadequacies of their research. On this basis, it infers that in order to develop rural economy, to achieve the goal of rural urbanization, farmer’s citizenization, it is essential to take advantage of the vast natural resources of rural collective especially the most abundant land resources, translate the land resources into capital, entrance to capital market and circulate, at last accomplish value added.At the second, deeply analyzed the concept of rural collective land resources and rural collective land resources capitalization, analysis the concepts and contact of resources, assets and capital, clearly the basic concepts of land resources and rural collective, point out that the essence of rural collective land resources capitalization is its property capitalization. Therewith, further studied the theory of property and the theory of capital, provide a solid theoretical foundation for the subsequent conduct of this paper.The third, analyzed the present situation of land resource rights conferment and utilization, conducted a detailed investigation of the present situation in Wenjiang District, to make clear the expiration date, the limit of circulation and the land resource rights conferment of different types of land, on this basis, further analysis the development and utilization of Wenjiang rural collective land resources.The fourth, analyzed the value of rural collective land resources in Wenjiang District, divided the land resources into agricultural land resources, collective construction land and unused land, and assessed the value of agricultural land resources, collective construction commercial land, among them, divided the value of agricultural land to the market value and the non-market value, used the methods of income capitalization method, contingent valuation method and cost approach method to value assessment.The fifth, analyzed the fundamental way of rural collective land resources capitalization, pointed out that the rural collective land resources rights could theoretically circulate in securities trading market and rural property market, and also clearly point out the basic conditions of circulation. Basis on this, make deeply study to rights circulation of rural collective land resources in Wenjiang District, analyze the situation of circulation, the main problems and constraints at present, and further analysis of the root causes.The sixth, according to the main troubles of rural collective land resources capitalization in Wenjiang district, to make reasonable suggestions from the talent construction, social security, land use planning, financial reform and so on.This paper use the knowledge on management, economics, financial management and other areas as the theoretical basis, use the methods of literature analysis method, questionnaire method, ways of case law, make the study of rural collective land resources capitalization much more systematic and scientific in the theory, and pertinence and guidance of practice.The main achievements of this paper are following:first, deeply analyzed rural collective resources capitalization, creatively pointed the view of rural collective resources securitization, improved the research system of rural collective resources capitalization, widened train thought of rural collective resources capitalization; second, assessed the value of rural collective resources more comprehensively, provide a new methodology of rural collective resources value assessment; third, indicate a new way of agricultural economic development, provide the quality basis of optimize the allocation of resources in rural areas, talent construction, and policy reform of taxation and financial system.
