Markets in rural areas in China are not only an important component of the communism economy, but also the component with greatest volume and potential, which accordingly composes the most important battlefield to expand domestic demand. With the advancement of globalization and integrated world economy, the contradiction between Jiangsu’small production mode and huge market is becoming increasing prominent. As an innovative business mode, the rural e-commerce not only provides an important platform the New Socialist Countryside Construction, but offers an effective solution to the three agriculture-related issues in our country. What’s more, it offers a mature scheme for the hastened transformation of the rural development under the economy new normal.The rural e-commerce of Jiangsu is still in its preliminary stage with the problems of low-level industrial agglomeration and brand benefit and aggravating homogeneous competition, unbalanced development in different areas and scarcity of famous companies and platforms. All these problems jointly prevent the rural e-commerce to exert its proper function to accelerate the progress of rural industrialization and modernization. It has already been proved in practice that a total reliance on market mechanism is hardly effective, which demands the participation and coordination of governments of different levels.Adopting the perspective of government conduction and referring to the advanced concepts and experiences of other countries, this thesis analyzes the existing problems and constraints of the rural e-commerce through theoretical and practical research. This thesis carries out a thorough examination of the provincial-level "E-Commerce Demonstration Village", and probes into the constraining factors in the aspects of government supportment, maintenance system, specialized talent and eco-system construction. This thesis also puts forward six systematic and comprehensive strategies to accelerate the development of Jiangsu rural e-commerce, which are based on the specific situation of Jiangsu and covers the areas of enhanced policy support and conduction, mass production and standardized process of agro-product, completed agro-product logistic system, pushing the "e-commerce" development as the leading engine, and e-commerce talents breeding and others concerning aspects, which will jointly foster the specialty and advantages of Jiangsu rural e-commerce and provide reference to the government decision on the e-commerce development in rural areas of Jiangsu province.
