China has long been implemented in the social market economy system.And long-term urban-rural split system led to the gap between urban and rural economic development, cultural progress, and social and livelihood, especially social security aspects of growing, This is not conducive to the realization of the dream of China, and China’s social development goal is also inconsistent. In this thesis, take Changfeng County, Hefei City as an example, the author investigated Rural Social Assistance of Changfeng County,found the cause of rural social assistance problems,trying to analyze the reasons and give suggestions of Changfeng County social assistance.Framework as follows:In this thesis, the first chapter describes how the thesis is created. Then it discusses the significance of the study. Then the thesis told the reason why the author chooses the Changfeng County social assistance as my thesis’s topic. The second chapter defines the extension and connotation of the concept of social assistance, and set the scope of the study, the second chapter cited foreign social assistance of relevant theory and social assistance thought home and abroad,ancient times and modern times, especially Mao Zedong’s rural social aid thoughts, we can draw a conclusion that the case of the success of the many cases at home and abroad to work to lay a solid theoretical basis. The third chapter is the analysis of the domestic and foreign rural social assistance model, through the successful implementation of social assistance, especially in Hong Kong and Shanghai City, Zhejiang Province, the rural social assistance career success of universal law to Changfeng County of case materials.
