Research On Effect Factors Of Chengdu Investment Promotion Work

Under the present situation of great pressure of economy downturn, slowly recovering global economy and, increase of the investment competition, the wish of attracting foreign investment in various regions is more urgent than ever before to release the pressure from many aspects. In addition, the competition between each other has grown more intense. Governments of all levels are paying high attention to the investment promotion work. However, the majority of the investment promotion works have been planned and implemented by the government. A significant proportion of those are extensive operation. The budgets of investment promotion planning, making proposals, and carrying out specific work are often regardless of cost. Largely, it has disadvantages such as blind objectives, single working methods, and serious waste of resources.This article, in the research methods,will use correlation theories about public management and public service, and comprehensively apply questionnaire method, literature research method, and ratio analysis method, trend analysis method and,mutual correlation method from method of quantitative analysis. According to MPA research idea, on the base of collecting, arranging, and analyzing domestic and overseas research results about investment promotion work in recent years. By deeply analyzing the development of Chengdu investment promotion work and the future development,carrying out investigation and research around the author`s practical correlation work, combining practical problems in the specific work, the result of the survey and correlation theory, the research results, countermeasure and suggestion, which beneficial to solve the practical problem will be reached in this article.This article draws conclusion through scientific systematic analysis: economic and social development level, own target, attention, and support of superior government will have critical impact on investment promotion work. Administration department’s daily service level, daily supervision level, policies and, mechanism guarantee will also have key influence on investment promotion work. The cooperation, the participant and indication of affairs concerning to own administrative privileges, and its own daily supervision will have a critical impact on investment promotion work; the social economic development level of local governments with lower level, own target, the ability of the level lower level counterpart institution and, the working attitude of the professional personnel will have a critical impact on investment promotion work; those impacts appear in five aspects as major project coordination, major industry cultivation and growth, major enterprise follow-up service, resource conservation and utilization and, social and economic development. Now for Chengdu,the current problems are that the focus and support from governments with higher levels is not enough, the coordination ability of the competent department is inadequate, the collaboration ability of the counterpart department is not high, the execution of the government with lower level is not strong. In order to solve the above problems and to practically improve investment promotion work productivity,we need to further quest understanding and support from the government with high level, also to enhance the coordination from the competent administration department and enhance the collaboration of the counterpart function department, reinforce the execution ability of the lower government.Simultaneously, through the effective use of the above research results,it can be commenced to build relatively independent united system info,also to analyze and explain various elements of investment promotion at a deeper level,and using it to guide practical activities;it can guide government to effectively grasp the influential factors of various aspects,to improve and upgrade public management level,to join force to bring positive guiding promotion effect,to better improve the quality and benefit of investment promotion work, to get a head start in fierce competition. Additionally, it can provide experiences and references to other cities` local government for them to understand objective rules of investment promotion work and to take effective and practical measures which would be suitable locally. It has a guiding significance of practice.
