| With the rapid development of economy in China since the reform and opening up, comprehensive national strength of our country has been a huge improvement. However, the deep contradiction caused by urban-rural dual structure become more prominent. And there is a big gap between public service and social undertakings of urban and rural. Breaking the urban-rural dual structure to achieve free flows of production factors between rural and urban, it is a major issue to be resolved in China at this stage.In this paper, the project named “The Urbanization of Farmers in the Whole Village†is taken as the research object, which is carried out by Victory Village of Long Quan District within Chadian town in Chengdu. Combined with the case, the author uses literature analysis and comparative analysis to explain relevant research on urbanization of farmers including home and abroad. And the urbanization of farmers in New Public Service Theory and Urbanization Theory as the theoretical basis in this study is to analyze deeply urbanization of farmers in Victory Village, Long Quan District, Cha Dian town in Chengdu.By analysis we can find that this practice was implemented successfully, which is contributed by the following reasons. Firstly,rapid development and rising industries of economy in Long Quan District. Secondly, a series of supporting policies by Chengdu government in exploration of urban and rural reform practice. Thirdly, equalization of public services to build community. Fourthly, the consciousness of “New Citizens†into the city change. Thus, “New Citizens†can qualify on external and internal qualities to become the true citizens. And it also shows exactly the three key elements of this case: economic resources supply system, incentive mechanism and socio-culturalintegration mechanism. Based on the analysis of the case found that the implementation of urbanization in the entire village of Long Quan District has achieved some success. But there are some problems happened in actual practice such as excessive intervention from government, the dominant position of farmers is not sufficient. On this basis, the author proposes that "people-oriented" in the process of farmers’ urbanization as well as democracy and justice. And through the introduction of market mechanisms to improve the efficiency of public services. Thus, it can provide beneficial references and experiences for similar areas which implement integration of urban and rural reform, development of new-type urbanization and urbanization of farmers. |
