State owned enterprises are important elements in our social and economic development, its development can have a positive effect on the social development.After the third plenary session of the practice of reform and opening up policy,the economy and society of our country has make a spurt of progress of development. The development at the same time also brought some of the bad problems, such as ecological environment destruction, production accidents, such as food safety problems. These problems completely inconsistent with the concept of inclusive growth that our country advocate.These problems are caused by the enterprises, state-owned enterprises are not a minority.Strongly condemns the state-owned enterprise behavior,at the same time, people gradually realized the importance of social responsibility development to the surrounding environment, the enterprise and the development of society, the enterprise should bear the social responsibility has become the consensus of the people.State owned enterprises play the leading role in the whole economic operation in our country, its development can lay a solid material foundation for the consolidation of the socialist system.State-owned enterprise, therefore, how to better implement the responsibilities, not only relates to the enterprises to improve their comprehensive competitiveness, realize the long-term development and the social value, but also related to social stability and harmony,it is an important guarantee of building a harmonious socialist society.Development of the state-owned enterprises social responsibility is a long and tedious process, the state-owned enterprises are to enhance the international influence and competitiveness,must follow the overall situation of the construction of the corporate social responsibility, at the same time with the aid of individual citizens, government and nongovernmental organizations, news media and other parties to the joint efforts of the society.At present, scholars at home and abroad from different angles to conduct the thorough research to the corporate social responsibility,the theoretical results have been quite rich.This article attempts to from the perspectives of inclusive growth and comprehensive utilization of literature research, the multidisciplinary integrated method, empirical analysis method, studies the state-owned corporate social responsibility issues, and hopes to be able to provide our country state-owned enterprise society responsibility construction theory and practice guidance.The full text is divided into four parts:the first chapter,introduction of the research background, research significance, research objectives and research methods, and combs on the research status at home and abroad about the social responsibility of state-owned enterprises, and make a brief review, summary article possible innovations, shortcomings, for the future to pave the way for the full text.The second chapter:expound the connotation of corporate social responsibility, inclusive growth, combined with the properties, functions of state-owned enterprises in China, summarizes its reason must fulfill their social responsibility, then from the angle of inclusive growth, new demands on the state enterprises at present.The third chapter: analysis of the current situation of the social responsibility of state-owned enterprises. State-owned enterprises in the social responsibility efforts cannot be considered, but due to the lack of the state-owned enterprise internal governance structure is not perfect, sense of social responsibility, and the interference of external adverse social environment, also caused a lot of problems.The fourth chapter:Based on the previous part, puts forward the countermeasures to solve the relevant problems.
