With the development of Science and Technology globalization,innovation has become an important driving force of regional economic development.R&D resource,the core elements of regional innovation,has become a key force to enhance national innovation capacity and economic competitiveness,and its allocation efficiency has a direct impact on the innovation ability of national and regional.In recent years,in order to improve the national level of innovation,China has been increasing the investment in R&D,but the R&D output among regions have showed great differences.Therefore,research on the R&D resource allocation efficiency and its regional differences in China has important significance to narrow the gap of the R&D resource allocation efficiency between the regions,enhance the regional innovation ability and promote the coordinated development of regional economy.This study uses the DEA-Malmquist index model to measure and calculate the R&D resource allocation efficiency of 30 provinces in China from 2000 to 2012,and analyze the regional differences of R&D resource allocation efficiency through using Mapinfo12.0 software.The results show that,during the period of 2000-2012,the R&D resource allocation efficiency of China's 30 provinces overall is upward trend.Among them,the rate of technological progress is the key factor affecting the R&D resource allocation efficiency.At the same time,from the perspective ofoverall level of East,middle and West regions,the regional differences of R&D resource allocation efficiency is obvious,and present the spatial characteristics that the eastern region is the highest,the western region take second place,and the middle region is the lowest.However,the regional differences have showed a gradual narrowing trend.Based on these study,using the factor analysis method to analyze the environmental factors of affecting the R&D resource allocation efficiency,the results show that the government support strength,the level of economic development,and the level of foreign investment has an important role in R&D resource allocation efficiency,which are important causes of regional difference.Among them,the role of government support is the most significant,followed by the level of economic development,and the level of foreign investment in the ending.The level of information and education also promote enhance the R&D resource allocation efficiency in a certain extent,but the effect is small.Because of in China,there is a big difference of the level of eastern part and midwest part communication infrastructure,and the high quality talents is more shortage,so the level of information and education has little effect on R&D resource allocation efficiency in China.The influence of natural environment for R&D resource allocation efficiency is the weakest,but R&D activities tend to locate in the areas with better natural environment.Finally,summarize some relevant suggestions anduseful enlightenment to improve the R&D resource allocation efficiency of China and narrow the gap of the regional differences of R&D resource allocation efficiency.
