The Path Analyze Of Application Of PPPmodel Of Urban Water Supply Industry In Dalian

Since 2013,Chinese governement vigorously promote the PPP mode to accelerate the reform of public service. After 18th COMMUNIST PARTY OF CHINA (CPC) National Congress, the policy of limiting the public service has been changed. New policy gradually open the field of public service and permit the social capital join the pubilic service. Prime minister Li Keqiang has alleged in the 18th CPC report, which is goverment should promote the mode of corporatig with social capital in the field of infrastructure and public service. Then, six minitries and commisions announce the law of franchise of infrastructure and utilities. The provision of the law includes the time of franchise, the range of franhise and inplement rule. Meanwhile, government should protect the lawful right of franchiee and public interest and security. Then, National Development and Reform Commission(NDRC) announces 1034 PPP projects on official website. Total investment arrives 1970 billions. The project includes several fields of utilities, such as water, traffic, agriculture, foresty, science and technology. Therefore, PPP mode has wide application in utilities of China. The urban water supply industry has the characters of natural monopoly, and non-exclusive, national policy which does not allow the social capital to participate in the investment and construction, but since the 18th CPC, the government releases the limitation on the urban water supply industry, allows the social capital in urban water supply industry and promotes urban water sector of the PPP mode. The fundamental interests of the urban water supply involves each member of society, affects the daily life of the public. Therefore, urban water supply industry needs efficient, with good quality of water supply for city dwellers. The traditional pattern of government investment in the construction of urban water supply not only increased the financial burden of the government, but also can appear low efficiency and poor service which are the inherent problems in state-owned enterprises. But the application of PPP model in urban water supply industry can effectively reduce the government financial burden, at the same time, it can effectively improve the operating efficiency and service quality as for urban water supply industry using the modern enterprise management method.As the northeast’s largest port in Dalian, it is responsible for the external communication and open. Along with the development of the city, the city scale expands unceasingly, the urban population growing, the traditional pattern of urban water supply can’t adapt to the rapid development of economy and city construction in Dalian. Under the encouragement and support of national policy, the appliction of PPP model will have a positive impact on the water supply industry in Dalian. On the one hand, it can effectively reduce the government’s fiscal pressure, improve the operational efficiency of enterprises. It can arouse the enthusiasm of staff, operate financial self-sufficiency and create benefits as for modern enterprise management methods. On the other hand, it can improve the quality of water supply and infrastructure, meanwhile, provide the necessary conditions for the development of the city. It benefits for the transition of the function of the government in the public sector, improves the urban water supply system, promotes urban construction and economic development by encouraging and attractting social capital to participate in the construction and management.The first part of this paper is on the basis of summarizing the domestic and foreign research, then puts forword to the research ideas and methods of this paper. It defines the relevant concepts and theoretical basis. Then the paper expounds development and practice of the PPP model in our country and global. Then discusses the development status and the reform necessity of water supply industry in Dalian and the feasibility of application of PPP model on that basis. The paper expounds the path design of aoolication of PPP model in water supply industry in Dalian, including property rights, corporate governance, operations and managerment and marketing regulation. Finally, it is the conclusion and shortcomings of this paper.
