In order to reduce business operating costs continuously, many enterprises begin to outsource policy consultation, research, achievements conversion, law, assessment, design, intellectual property and so on, science and technology service industry become a new industry, and show a great vitality gradually.Before 2012, intellectual property service industry just sprout, the government seldom sent related policies. Since 2012, National Science and Technology Department, Development and Reform Commission, the Commission and other relevant departments published a lot of documents about supporting and developing science and technology services industry, the national government departments also make corresponding development documents about supporting technology services industry directly or indirectly for the local areas, which contributed to the growth of science and technology services, and become a important force to promote the development of the national economy. However, quantities of scientific and technological services, the establishment of a short time, the product homogeneity and other characteristics let them face the problem of survival and development in the fierce competition.S patent technology service company was founded in 2013, and entered the science and technology service industry is also the best prime time of policy environment about our country science and technology service industry and the intellectual property service industry, but the emergence of patent offices, trademark agencies, patent service corporations force S company to seek a breakthrough and think about competitive strategy to achieve survival and development, which promote the sustainable development of the enterprise service in a certain extent, as a result making a contribution to the sustainable development of regional economy.This paper regards S company as the research object, analyzes external environment of the company, concludes the opportunities and threats that association exists through the literature, enterprise research, questionnaires and adopting the management tools such as PEST analysis and Five Forces Model. The opportunities are:good political environment; stable economical environment; the more needs of enterprises; good development of technique; good humanistic environments; potential entrants are less threatening; suppliers bargaining power is weak; Buyers may have less bargaining power. Threats are:intellectual Property Office limited; many competitors; potential entrants exist; area service needs more. So the opportunities of S company are more than threats. The paper also analyzes the internal conditions of S company, advantages are:many customers; certain popularity; better creative abilities; efficient organization; better developing abilities; online services. Disadvantages are:difficulties on developing customers; Weak marketing capabilities; Financial capacity needs to be improved; Enterprise culture construction needs to be strengthened; Low proportion of technical staff; Highly educated staff lack; Customer service mechanism and standards need to be strengthened. Via Internal Factor Evaluation Matri, advantages of S company are less than disadvantages.At last, the paper compares and analyzes cost leadership strategy, differentiation strategy and focus strategy by SWOT. Intellectual property service industry don’t achieve scale and standardization, and many competitors, so cost leadership strategy is not fit for S company. S company just founded, needs more customers to Survive and develop, therefore customers are regional dispersion, focus strategy could decrease space for growth and development of S company. So focus strategy is not fit for S company. S company serves Science and technology enterprise combining science and technology project management into Intellectual property service, giving the customers perceived value more than competitors and making customers experience better service, but It’s hard to copy for competitors. So S company may adopt differentiation strategy in order to increase enterprise’s viscosity, gain profits; and help enterprises can do Sustainable development. The paper formulates implementation on Customer positioning, service products, service model and so on, in order to realize differentiation and puts forward security measures on strategic pre evaluation and response measures, optimizing structure, Improving human resources, promoting customer quality service concept and formatting Financial Committee.The paper combines of theory and practice, use strategic analysis tools to study competitive strategy of S company. The results have guiding significance on growth and development of S company, realizing enterprise sustainable development.
