On The Sustainable Development Of Tobacco Production In Ninghua County Based On SWOT

China, an agricultural country, has a great majority of rural population. We need to solve three issues concerning agriculture, rural areas and farmers properly so as to stabilize the social and economic development and to improve the citizen qualities. Economic benefits from tobacco production insert a direct impact on the incomes of more than five million tobacco growers. Sustainable development in tobacco production refers to the protection of both tobacco growers’ benefits and eco-environment can be realized during the production progress, forming a kind of balance between the two sides. How to achieve that, however, remains a key task requiring serious investigations, researches and continuous improvements.Among all tobacco-producing areas in Fujian Province, Ninghua County is the biggest one and has been ranking the top in production for 24 years in succession. Tobacco planting is not simply considered as a main income for farmers in Ninghua County, but also a key insurance for local tax revenues. Besides, the planting makes the county the most important base for raw materials with superior quality for many industrial enterprises. Although Ninghua County enjoys a huge planting areas and high production, there exist some problems, for instance, low yield per mu, insufficient of scale production benefits as well as difficulties in the promotion of specification technologies, etc. Currently, making tobacco industry in Ninghua County stronger and better is regarded as a top priority to the local government.14% purchase of tobacco leaf will be reduced within three years from 2014 to 2016 per the requirements given from China Tobacco. It requires earnest thinking and exploration for maintaining a relatively stability between tobacco growers’incomes and the county’s fiscal incomes under the macro regulation.The paper gets the pictures about the condition of tobacco growers, tobacco planting, acquisition price, costs, benefits as well as problems and suggestions and comments by several ways, like random sampling questionnaires, field investigations, interviews and discussions with relevant personnel, etc. Targeting at the status quo of tobacco production in Ninghua County, the paper studies the internal and external affects and the main existing problems concerning tobacco production through the SWOT analysis on superiorities, weaknesses, opportunities and threats. What’s more, a matrix for SWOT analysis is established in accordance with the production realities in this paper to come up with strategic goals of sustainable development and the thinking of its realization by identifying and selecting strategies on SO, ST, WO and WT, hoping to provide local government with some guidance for sustainable development on tobacco production in Ninghua County.
