Communication is the correct information transmission between different subjects. Numerous project practice proof, the project management personnel in the day time spent most of the activity is communication-from a formal meeting to chat while eating, from telephone inquiries to the e-mail reply, from formal talks in private office to inquire after sb.’s life etc.. Communication activities to occupy the project managers spent most of their working time. It is due to the communication, only to maintain the normal activities of the organization, moreover, good communication is to build relationships, cross-functional integration of the most important lubricant.In this paper, the National Safe City project is currently being implemented in full swing as the background, through literature reading method, peer review, case study method of Bengbu Safe City project carried out a detailed analysis, It is pointed out that the main problems of the second phase of the project is not to identify the stakeholders in the project communication management, and to develop different strategies for different types of stakeholders, so the project lost control, and aimed at these questions to propose methods of safe city project stakeholder communication management theory: first of all to the project stakeholders to identify, then these stakeholders were normalized to internal company, internal project and external project, and then communication management strategies were formulated, ultimately through the set of methods into the actual project testing and evaluating the actual effect.In the company, the project manager through the establishment of high-level communication channels with the company, the company project team internal communication system and inter departmental communication and coordination mechanism to get the project required resources, resolve project issues; within the project, through the correct communication culture, establish official communication channels and informal communication culture, communication content and confirmation specification of different stages of the expansion project to promote the work of the project; in the external, through the organization of good project internal work to avoid strong external characters involved, the establishment of good external communication channels to processing and project the interest of stakeholders.Project communication management mechanism proposed in this paper for the Safe City project has a reference resistance, can provide some guidance for the parties involved types of projects.
