"Five twelve" and "Eighteen big" reports will be the most important issue, which is not only related to China’s stable development, but also the realization of a well-off society.Heilongjiang Province in 1991 began organized the work of rural social endowment insurance, and by the end of 1994, promulgated the "Heilongjiang Province rural social endowment insurance regulations", in 2009, Heilongjiang Provincial People’s government issued the Heilongjiang Province People’s Government regarding the development of the new type of rural social endowment insurance pilot implementation of the opinions ", Ning’an city become a pilot county, one of the first batch of 15 new agricultural insurance. Ning’an city rural social endowment insurance started earlier, but with the passage of time, low pensions, insurance rate is not high, the pressure on government finances too, pension funds to preserve and increase the value-added difficulties, and other issues have gradually emerged, these problems seriously restricted the development of rural social insurance for the elderly in Ning’an City, affecting the local Ningan social harmony and stability.This paper starts from the establishment of rural social endowment insurance the necessity, feasibility, model selection, fund raising, operation and supervision, improve the legal responsibility of government and other aspects of the home and abroad research status of the rural social endowment insurance; and then focuses on the comparison of rural pension insurance in rural old-age insurance system, the evolution of Ning’an city during the operation, effect of rural endowment insurance and pension insurance for urban enterprise workers, other regions; finally, through the use of Marx’s social security theory, Maslow’s theory of needs hierarchy theory, social justice theory, welfare economics, the present situation and defects of induction to the implementation process of Ning’an city rural social endowment insurance in the insufficient analysis, find out the key reason restricting the development of rural endowment insurance in our city, and combined with the national rural endowment insurance on related policy, put forward relevant countermeasures, help rational reform in hopes of the city’s rural social endowment insurance system.
