Our country has entered late stage of industrialization process and will finish the industrialization process very soon. In this process, our country’s economy has made great achievement. With the rapid development of economy, the industrial structure level is become the decisive factor in the development of economy, it has become the bottleneck in the process of economic rise. For example, befor e the reform and opening up, the proportion of primary industry of the country has reached 70% of the proportion, in the process of reform and opening to the outside, industry structure are optimized, the proportion of the second and the third industry is more and more important. The industrial structure is inclined to the third industry. This is due to the adjustment of the country. Industrial structure optimization is progressive with economic growth. Industrial structure optimization is progressive with economic growth. But our country’s industrial structure optimization has achieved to what degree, the human capital is related to the optimization of industrial structure or not and what type of the human capital has the largest relationship, this is the article research topic.In the process of the research to the relationship of the industrial structure and human capital, we divided several steps. First of all, measure of industrial structure. Industrial structure is divided to structure effect MIX and competition effect DIF. Structure effect is that the suitability of the industrial structure between regions, the competition effect is that the development of competitive industries in the industrial structure. The standard of the different human, different human capital can be divided into three types: the general human capital, structure of human capital and entrepreneur human capital. The arrangement of the three kind of human capital is from junior to senior. The measure of ordinary general human capital is the number of employment; the structure of human capital is measured to the social average level of education; the entrepreneur human capital is measured to the proportion of the number of employees and employers. This article is to study the three kinds of human capital structure’s effects on the industrial structure. The country is divided into three section: eastern central and western regions, and the way of analysis the data is compare. Provincial panel data is from 2003 to 2012. Through the conclusion can be draw that three types of human capital have a significant impact on the optimization of industrial structure. Theindustrial structure of the eastern region is the most optimized on the whole, and the structure effect and the competition effect is obviously higher than the central and western regions; the general human capital exists generally negative effect on the structure effect and competition effect. Professional human capital has a positive effect, and the influence coefficient is the largest in three kinds of human capital. The entrepreneur human capital influence coefficient is positive, the impact on the industrial structure is second only to professional human capital, the influence increases gradually from west to east. That is to say, with the development of our economy and the optimization of industrial structure, the entrepreneur capital is more and more important; Three kinds of human capital’s impact on industrial structure optimization passed the test of significance.Therefore, through the analysis of the article, our country should focus on adjusting the structure of human capital and entrepreneur capital stock. We should make efforts to achieve the general model of human capital to the professional human capital, professional human capital to the entrepreneur human capital, and to adapt the need of the economic development.
