The Study On The Problems And Countermeasures Of Resource-based City Developing Cyclic Economy

With the quick development of economy in our country, a lot of energy resources are consumed and the environmental pollution is increasing. The contradictory among economy, resource and environment is becoming serious day by day. Especially in the development of resource-based city, the problem is particularly serious. How to figure out the problem, realize the coordinated development of economy, resource and environment, and complete the transformation of resource-based city, becomes a difficult problem in front of the government of resource-based city. In recent years, some resource-based cities have put forward the concept on developing the cyclic economy and constructing cyclic society through practice in China, which has received a good effect. From the practice, there are still a lot of problems which need to be solved and perfected in theory and practice in the future.The paper takes a resource-based city Songyuan for example and expounds the development of cyclic economy in resource-based city with the theories of cyclic economy and sustainable development in detail. First of all, this paper researches the development of cyclic economy in resource-based city from the concept, the principles, the models of cyclic economy, the comparing with traditional economy, and the concept, the classification, the features, the inflection point theory of resource-based city, and cyclic economy guides the development of the resource-based city in theory. Secondly, the paper introduces the resource and environment conditions, the economic and social development and the current situation of developing cyclic economy in Songyuan. Songyuan is a big agricultural city. The proportion of agricultural is 16.6%.Food resource is one of its important resources. Industry is a pillar of the economy in resource-based city. Therefore, agriculture and industry are all the important areas of circular economy in Songyuan. Songyuan puts the key point of cyclic economy on the field of oil and gas chemical, biological chemical, livestock products processing basing on the advantage of local resources. Overall, the basic work of cyclic economy is relatively solid, the practice carry out better, and it has obtained an initial effect in Songyuan. Thirdly, the paper evaluates the level of cyclic economy in Songyuan. Evaluation index system of cyclic economy with 15 indexes in four aspects which includes economic element, resource element, environment element and social element is built. The comprehensive evaluation index of the numerical value is obtained after standardized treatment by using the weighted sum model. Factor analysis is used to obtain the weight of index weight, which avoids the disadvantages of the weight selection. The result shows that the level of cyclic economy increases year by year and the cyclic economy is relatively good in Songyuan. From the perspective of Songyuan, the resource element and social element are relatively good, the economic element and environment element are general. Comparing with Jilin province, the economic element and social element are close, the resource element and environment element are backward of Jilin. Fourthly, the paper will point out the difficulties according to the result of the evaluation, and analyze the difficulties one by one. Finally, the suggestions will be put forward from five aspects: changing ideas, increasing investment, establishing technical supporting system, increasing industry chain, building and perfecting the overall plan and incentive mechanism.According to the practice, the development of cyclic economy is an inevitable choice of transformation for resource-based city, and it is also an effective method to resolve the contradictory among economy, resource and environment. Further research on this subject has important theoretical and practical significance for resource-based city to strengthen the direction of development, to resolve the contradiction of development and to realize sustainable development.
