Chinese and the United States as the world’s largest developing country and the developed countries in the economic and trade cooperation more and more deeply. Especially after the global financial crisis, the two countries through bilateral and multilateral cooperation, play an important role for the global economic recovery. The global financial crisis caused by the weak economy, creating new opportunities for bilateral cooperation in the field of bilateral investment. In 2008 the fourth Sino-US strategic economic dialogue, the two sides announced the resumption of negotiations on a bilateral investment agreement. In 2013 Chinese agreed to access before national treatment + negative list as the basis for bilateral talks, marking the negotiations entered a substantive stage. Since the restart of talks, has lasted for 8 years. The Sino-US bilateral investment treaty negotiations is the process of Sino-US game. To clarify the status quo, the Sino-US bilateral investment and price differences between the two sides, has important significance for promoting the negotiation process. This article from the perspective of Sino-US economic interdependence, on the bilateral direct investment present situation and the existing obstacles, bilateral investment agreement negotiations progress and the differences between the two sides were studied; on this basis, on how to promote the negotiation process is suggested.This paper is divided into six chapters. Chapter 1 is the introduction. It mainly introduces the background and significance of the topic, to influence the outcome of the main factors of the Sino-US bilateral investment and Sino-US bilateral investment treaty negotiations is reviewed, and introduces the research methods and ideas of this paper, and the innovations and deficiencies. The second chapter is based on the interdependence perspective, analyzes the current situation of Sino-US bilateral investment. First according to the bilateral direct investment "capital dependence", demonstrates the asymmetry in the Sino-US bilateral investment relations; reveals the manifestation of the non symmetry; on this basis, analyzes the main factors that influence the bilateral direct investment. Chapter 3 firstly introduces the evolution of Sino-US bilateral investment treaty negotiations; promote Sino-US bilateral investment negotiations to restart the main motivation was revealed on the basis of this, analyzes the major differences of the Sino-US bilateral investment negotiations. In the fourth chapter, the main factors that affect the Sino-US bilateral investment treaty negotiations are analyzed from three aspects: the policy decision system, the party consciousness and the difference between the States. In China, the policy decision system is an important reason for the progress of the negotiations. In the United States, partisan awareness and interstate differences affect the negotiation process. The fifth chapter puts forward some policy recommendations on how to promote Sino-US bilateral investment treaty negotiations based on the perspective of interdependence. The sixth chapter is the main conclusion of the paper.
