Financial Support To Study In The Transformation Of The Coal Industry In Shanxi Province

Shanxi, as a typical province of coal resources, has been developed rapidly with a huge amount of cost of coal resources which has played a supporting and promoting role over the years. But this kind of extensive pattern of economic development is bound to give priority to change, it won’t last very long. In 2010, Shanxi was established as a national "resource-based economy comprehensive reform experimental area", bear the brunt of the transformation of the coal industry development. And in the process of economic transformation will inevitably lead to a lot of money demand. Research has shown that financial by acting on the internal mechanism of the industrial structure change have an important influence on the promotion of industrial structure adjustment and the industry level of ascension. However, Shanxi’s environment and the development level of financial are backward. Such as Lack of financial resources, relative lack of financial products and services and insufficient financial risk management means, etc. These can affect the development of Shanxi coal industry transformation. Therefore, Shanxi coal industry transformation development must solve the problem of lacking of financial support,which also conforms to the actual situation of the economic development of Shanxi Province and calls countries solve the excess capacity and has a strong practical significance.Based on the review of domestic and foreign literature, this paper further studies the related theory of financial support and the influence mechanism of the financial effects on industry development, and then respectively from the banking, securities and insurance-the three sub of financial industry-to analyze its present development situation. Combining with the current coal industry in Shanxi have excess capacity, and obvious contradiction between supply and demand, industrial structure is not reasonable and declining industry boom, etc. The paper sums up the problems that exist in the current financial support for Shanxi coal industry transformation. First, the financial environment is not sound; second, the proportion of direct financing is relatively low; third, the potential risk of low carbon project is bigger, project financing’s satisfaction is low; fourth, the system innovation is insufficient, lack of low carbon financial services. Then, through the analysis of the financial support of foreign resources area transformation development questions, build up the direction of the transformation of Shanxi coal industry. The direction is "intensive and efficient", "ecological and environmental", "clean and low carbon", "extension of circular", "market-oriented" and "security safeguard model". Finally, the paper puts forward the financial support strategy choices in view of the direction of the coal industry transformation.
