Changchun Branch of Everbright Bank was established in 1998 so far, has developed into 14 branches, 700 employees. As the first commercial bank in Jilin settled in a number of Shanghai Pudong Development Bank, China Merchants Bank, China Minsheng Bank, Huaxia Bank, have entered the market since, Jilin Province, China Everbright Bank is also facing unprecedented challenges. In order to effectively grab market share, motivate employees to create income, Everbright Bank has also introduced the Balanced Scorecard system, the incentive effect is remarkable. However, the attendant, but there are some adverse effects, such as employee just to score an indicator of the balanced scorecard and only the immediate, to give long-term benefits; some important staff positions in pursuit of performance and risk to control is not strict, loan management is not careful, resulting in non-performing loans can not be cleared to close, banks have paid upfront performance, responsibilities of employees walk away and so on.Nowadays China Everbright Bank has realized that apply consistent implementation of the Balanced Scorecard management model, has been difficult to keep up with the rapid development of modern finance, how to add new and innovative indicators, modified indicators and target values, and constantly optimize the Balanced Scorecard, is the primary problem facing performance appraisal. By analyzing the BSC of China Everbright Bank and deep research inside, the shorts of current BSC of China Everbright Bank are found. There are three problems are confirmed. First, Bank pay attention to smooth development and profits more than index of innovation. Second, enterprise target is hardly proceed due to parts of employees don’t get understanding of target successfully. Third, KPI of BSC is too common but lack of pertinence.Accordingly, this article will analyze the current situation, China Everbright Bank BSC perspective, starting from the existing problems, to find solutions. Cutting the rates of financial perspective, Cutting the rates of customer market share and Increasing the rates of internal risk management are the solutions of improving current BSC.Research methods include literature analysis, theory and practice of combining methods, case analysis. Through the analysis of China Everbright Bank BSC, China Everbright Bank to find a suitable performance management reform program, implemented in important positions at the same time motivate employees, can control risk, long-term development of enterprises to provide human resources support.
