On The Project Management System And Operation Mode Of Mineral Resource Exploration

Central Geological Exploration Fund refers to the stock equity based on the paid special funds, remuneration of exploration and mining rights in the way of fold that the central finance arranges and focuses on for the determined national key minerals and key metallogenic belt preliminary exploration within the general budget. It mainly aims to guide and pull commercial mineral exploration and ease the constraints of national resources, and establish a new mechanism for the benign circulation of geological exploration input to ensure the economic and social coordination and sustainable development.The paper discussed the project management and operation mode of mineral resource exploration based on "The Empirical Research on Project Management of Mineral Resource Exploration" of Central Geological Exploration Fund. It imitated and learned the processes and experience of project management of foreign mineral resource exploration and put forward a more scientific and specific mode to manage the operation management and quality control of China’s Central Geological Exploration Fund, provide a specific suggestion for the reform and perfection of project management system of Central Geological Exploration Fund, and adapt to the new normal of dynamic changes in mineral investment. The paper has obtains the following results:Firstly, it made a contrastive analysis of the management process of mineral resource exploration of various domestic and foreign subjects according to different investment subjects (government, enterprise, and individual), summarized the problems of the found, and put forward suggestions for fund project management.Secondly, it analyzed domestic and foreign fund operation modes and thought that cooperative mode (joint venture mode) should become the main operation mode for geological exploration fund. Compared with the mode of governmental contract, cooperative mode not only can embody the will of the government, but also can effectively avoid risks with the help of enterprise mechanism. Such a mode is a better way for financial funds to support mineral exploration.Thirdly, it put forward suggestions for the system reform and comprehensive development of Central Geological Exploration Fund such as the establishment of Japanese and South Korean Fund modes (that is, to minor Japanese and South Korean overseas investment modes:regional survey, detailed survey, and corporation exploration; to offer investment, grants, loans, and tax concessions in different ways), the implementation of marketing operation mode, the strengthening of quality management, and the establishment of the supervision mechanism by competent persons.
