Research On The Level Of Investment Facilitation Of Tianjin

Investment Facilitation this issue, was first appeared in the "Investment Facilitation Action Plan (IFAP)" published by the Asia-Pacific Economic Cooperation Organization in 2008.Now it has become a hot issue of the economic development in all regions.December 27,2013, Chinese Premier Li Keqiang came to Tianjin Tianjin. He fully affirmed the achievements of reform and development of Tianjin and hoped Tianjin to be striving leader and the vanguard of the new round of reform and opening up as the most important port city in northern China. He also hoped Tianjin to positively explore the promotion of investment and trade facilitation services comprehensive reform pilot, as well as foster the development of new advantages. Thus, to promote the rapid development of Tianjin investment facilitation process not refers to Tianjin which is a land of simple decisions, but based on coordinated development of regional economy and other national strategies. Realizing investment facilitation, not only can be used to help Tianjin become the northern economic center, but also an important means to promote the depth of participation in the international division of labor and expand opening up inland regions.Firstly, the paper takes comparative advantage theory, location theory, theory of international investment etc. as theoretical basis, gives definition of investment facilitation in terms of measures and environmental factors, observes its manifestations, and analyzes its effects.Meanwhile, in the mathematical analysis of this issue, we choose the environment, industry and investment facilitation as a measure of investment principal components factor analysis. By model testing, we ultimately construct a preliminary assessment of investment facilitation system. After that it was specifically applied to the empirical analysis of the different regions of the estimated level of investment facilitation, and the results were compared. Then we find out problems and causes in investment facilitation process of Tianjin from two levels that can be called macro environment and micro development.Finally, with the currently deepen reform and further accelerate the pace of development in the new situation as well as the construction of Tianjin Free Trade Zone and other major national strategic policy guidance, we get comprehensive results of the previous studies and make a number of policy recommendations from both targeted and operational aspects of the positioning difference, industrial upgrading and institutional innovation.
