As the national control of industry, the tobacco industry’s development and the country’s political and economic situation closely, China market economy gradually tends to be internationalized, Chinese tobacco also faces enormous challenges, in order to avoid the huge loss of state finance, China’s tobacco industry for large-scale integration, and puts forward the development strategy of the 532 and the 461 planning objectives, the main to promote the development of China’s tobacco industry, and the formation and development of the brand advantage and competitiveness. In such a situation, the traditional brand advantage, have changed the development strategy of the enterprise competitiveness of enterprises to adapt to the situation of the underground. Sichuan Chongqing tobacco industry limited liability company is the country’s first inter provincial tobacco industrial enterprise restructuring. The study found that the development of Sichuan and Chongqing, smoke in the main advantages is the raw material base in the region of high market share, two types of competitive disadvantage to smoke; smoke a small profit margins, the policy limit its outward development; smoke development the opportunity lies in tobacco products has the potential of space; the challenge is faced with both within and outside the region multiple competition and the tobacco industry of their own problems.In view of the above analysis, the research puts forward the development strategy of China Tobacco Chuanyu, should be based on the differentiation and focus strategy, focus on the development of pearl products, through the open market products, at the same time, pay attention to brand marketing. The specific implementation occupied including product strategy, price strategy, brand strategy, marketing strategy, marketing strategy, technology innovation strategy and other aspects of the content. Study on the further implementation of the strategy proposed safeguards, including market orientation, organizational management and the innovation of production mode and other aspects.
