Science and technology innovation make important influence on the progress of technology and the development of regional economy. Innovation activities are performed by many organizations. In recent years orderly organization network become the trend of the research. And the network running orderly is beneficial to promote the efficiency of innovation. Thus it is necessary to build scientific and technological innovation network and study its orderly running mechanism.Based on the above order problem in scientific and technological innovation organization network, this paper research scientific and technological innovation network, innovation network building, and orderly operation mechanism based on reference.First, this paper sets forth the basic theory of system science and synergetic. Then it builds the identification system of the orderly degree of regional innovation activities, clearly knowing the objectives and principles of the construction, establishing the index system of regional innovation activities, determining the order parameter identification model of regional innovation activities. Thus it laid a solid foundation for the analysis of the degree of order. Since it puts forward building solution of innovation network based on the degree of order. So it reveals the elements of the network construction, and explores the degree of order of innovative activities from the aspects of structure, quantity, time and comprehensive. At the same time, this paper expounds the relationship between the network and science and technology innovation activities. Then it builds technological innovation network based on the degree of order in different stages. It also researches operation mechanism of technological innovation network based on the degree of order. Owing to the network innovation will changes with time, it proposes adjustment mechanism from the aspects such as structure, organization, coordination, quantity, time. Finally, it makes an example analysis. It collects data of 32 indexes in 31 provinces from 2009-2013. Through and analyzing the data, it determines the degree of order of the innovation activity in Liaoning province, builds innovation network and the operation mechanism of network.This paper puts forward the complete theoretical system of construction of regional scientific and technological innovation organization network and operation mechanism.
