Document Number One of the central government has concentrated on issues of agriculture, rural development and rural residents for 12 consecutive years. Matters relating to the rural areas are still amongst the most important issues to be solved through the course of comprehensively deepening reform. Only when they are resolved, can we achieve our ultimate goal of building a moderately prosperous society in all respects. The sustained and stable development of farmer specialized cooperatives facilitates the development of rural areas and helps to increase the income of farmers. Therefore, the research on the efficiency of the cooperatives and the factors effecting thereof helps us gain insight into their development and pinpoint the key factor influencing the efficiency of the cooperatives. It can also provide basis of managing for the management and the government to expedite the development of the cooperatives in a better and healthier way.In the recent years, centering on the overall layout of coordinating urban-rural development, via favorable policies to the farmer specialized cooperatives, the government of Ya’an has facilitated the stable and healthy development of the cooperative in Ya’an. In an effort to assist with even more sustained development of the farmer specialized cooperatives, the author researched the model farmer specialized cooperatives in Ya’an area, and attained valuable contributing factors to the efficiency of the cooperatives.The major ideas of this paper are as follows:First, based on the existing literature home and abroad, this paper identifies the topic of the research, which is followed by specific methods of carrying out the research. Second, the paper enunciates the theoretical foundation the research bases on and elaborates on the development of farmer specialized cooperatives in Ya’an and the sample of the research. Then, the 23 responded cooperatives are assessed, their overall efficiency graded, followed by analysis based on a linear regression model using number of members, number of farmer families rallied, general assets, chief of staff’s level of education, and fund appropriated by the government as independent variables, and overall efficiency score as dependent variable. Ultimately, the paper proposes methods of improvement through the analysis of efficiency of the cooperatives and the contributing factors thereof.The research has revealed that the overall score of efficiency of the 23 researched cooperatives are not particularly high, indicating a poor functioning of the cooperatives on a whole, which has mainly resulted from the relatively low educational level of the members as farmers, and lack of funds and financial support from the government; personal improvements for the chiefs of the staffs are needed and further support from the government and financial institutions are necessary; based on the linear regression model, four of the independent variables, namely number of the members, number of farmer families rallied, general assets, chief of staff’s level of education are more statistically significant, demonstrating a greater positive effect on the efficiency of the cooperatives.
