"Sannong" problem (so called agriculture, village development and farmer) has become our current Chinese society’s major&key issue, also known as our society’s problems. Today, when we seriously examine the "Sannong" problem, we find out that to increase the farmer income has been the most important and urgent topic. To develop the farmer specialized cooperative association is the important and effective way by government to solve the "Sannong" problem, which will particularly increase the farmer incomings as well. In recent years, the farmer specialized cooperative association has made some progress in Shanghai, but there are still some problems remained during its development. This article has made a through case study in the Pudong new area Wanxiang town. It starts from a background analysis in promoting the farmer additionally income. The article describs the farmer specialized cooperative association of Wanxiang town from two aspects,including the historical development and the development status.
