With the deepening of economic integration, more and more foreign companies flow into Chinese market, which making some local small and medium enterprises focusing on the regional markets to be trapped into tremendous pressure and struggle for development. Hence, more and more enterprises realize that it’s difficult to survive and develop under the fierce competition and changing global market only by themselves. Under this circumstance, how the enterprises increase their competitiveness against their competitors is to carry out strategic synergy, forming synergistic effect. Considering the fierce international competition, the western enterprises, especially multinational companies, have begun to adjust their relationships with their competitors from opposing competition to cooperation competition since the 1980s. And one of the main ways of cooperation competition is strategic synergy, achieving a strategic alliance. The successful and efficient synergy can achieve the sharing and integration of resource. Then the overall value is greater than the independent value. Oppositely, the useless synergy will waste the resource, leading the failure because of the worse management. Therefore, this paper will discuss the detailed synergistic behaviors among independent organizations, preventing the failure due to the inappropriate behavior.This paper aims to discuss the synergistic behaviors tactics among the independent organizations, while the relationships among organizations come down to the dynamic matching problems. Wang and Zang tell that the relationships among organizations experience adaption, selection and development three stage when they research the dynamic matching between organizations and society as well as among the organizations. What’s more, based on the other literature, this paper thinks that the relationships among organizations experience a preparing stage before matching. In order to discuss the synergistic behaviors clearly, the paper will discuss from these four stages.As a local enterprise focusing on the regional market, Jiajiayue co., LTD has achieved great success on the way of synergistic development, experiencing the failure of Shanghai Joint Procurement Alliance into the success of becoming the first partner of SPAR in China. It has been ranking top 50 of Chinese Chain Supermarket for ten years. Hence, this paper will pick Jiajiayue co., LTD as the research object. Combining the primary data with the secondary data, the paper will discuss the detailed synergistic behaviors based on the key events of Jiajiayue and SPAR in the preparing, adaption, selection and development stage. This paper will provide a set of synergistic behaviors for the enterprises focusing on the regional markets, preventing the failure of synergy due to the inappropriate behaviors.Based on the researches of the previous scholars, this paper comes up with a three stages and nine dimensions theoretic framework about the synergistic behaviors at the very beginning. Then through the case study of Jiajiayue and SPAR, the paper develops the previous framework into a four stages and twelve dimensions theoretic framework about synergistic behaviors, enriching the theory of synergistic theory from the view of behavior. What’s more, this paper provide a set of synergistic behaviors for the local enterprise focusing on the regional markets to compete against the tycoons and grab the markets, which is also meaningful for them to develop the core competitiveness in the practical aspect.
