A Study On The Improvement Of Poverty Relief Policies Under The Framework Of Inclusive Growth

Poverty is not only a global issue, but also a great challenge on the path of human development. As China is a populous country, poverty is very prominent. In order to solve the problems of poverty, the central and the local government had made great efforts from the past to present. In the practice of China’s poverty alleviation work in the past, our country at all levels of Government, under the leadership of the Communist Party of China, has implemented a series of policies and measures to alleviate poverty, this polices and measures have made gratifying achievements to a certain extent:The population size of poverty has been reduced in China. According to statistics, in 2015, the poverty population has been reduced to 40 million, one-third fewer than last year, and the incidence of poverty is declining. Poverty in our country to some degree of ease. Meanwhile, in the poverty reduction practice, China has gradually formed a poverty policy system which is in line with China’s actual conditions and full of Chinese characteristics. These achievements of poverty reduction are very precious, however, China’s poverty alleviation work just won a stage victory. In the face of ever-changing domestic and international environment, China’s poverty alleviation work have a long way to go. In 2007, the Asian Development Bank first proposed the concept of inclusive growth, which promoted equal opportunities for growth and enabling more people to maximize the enjoyment of the fruits of economic development. This philosophy provides a new concept and a new developing direction for poverty reduction. This paper is under the concept of inclusive growth, analyzing the existing problems of poverty alleviation policies. Then, I will make a number of recommendations in responds to the corresponding problems. This paper is divided into six parts:Part One:Introduction. In order to pave the way for the full text, this chapter mainly describes the background, significance, the condition of current research, the methods of this paper, structure and the innovation points.Part Two:Overview of inclusive growth and poverty relief. In this chapter, the relating contents of inclusive growth and poverty rescue have been described, summarized and concluded respectively, including the background of inclusive growth, the definition of inclusive growth and the value orientation of inclusive growth. Besides, the definition of the concept of poverty rescue, the poverty rescue of China traditional society, the poverty rescue of China modern society, the poverty rescue of the early period of China to the Reform and Opening and the poverty rescue after Reform and Opening are also included in this part. After all, This chapter is aimed at summarize the relating contents of inclusive growth and poverty rescue.Part Three:The analysis of the existing poverty alleviation policy and trend of it. In this chapter, the various stages of poverty reduction policies have been described, and the policies have been divided into five parts, namely, the difficult exploration stage of poverty reduction, the institutional reforms stage of poverty reduction, a large, planned, organized development-oriented stage of poverty reduction, the crucial stage of poverty reduction and the new developing stage of poverty reduction. Then, the existing poverty alleviation policies have been analyzed.Part Four:The defects of the existing Chinese poverty alleviation policy under the concept of inclusive growth. Firstly, the deficiency of existing poverty alleviation policies under the concept of inclusive growth have been discussed in the following two aspect:the formulation of the poverty alleviation policies and the implementation of the poverty alleviation policies.Part Five:The empirical research. According to the disadvantages of poverty alleviation policies, a questionnaire has been designed. Then, a small-scale surveys has been done. Finally, the results of questionnaire have been concluded. After all, the data of the questionnaire has been analyzed.Part Six:The recommendations of poverty relief policies and limitations of the paper. On the analysis of the questionnaire, the defects of poverty relife policies are obvious. In order to make up for the lack of poverty relief policies, the specific improvement directions of them have been proposed.
