With 2,795 square kilometers of the total covering land, Sheyang county is located in the middle-east of Yancheng city of Jiangsu province. Surrounded by water in three sides and facing the land in one side, Siming town boasts about 70,000 mu farmland and 30,000 mu waterland. With the population of 43,000 and plenty of water resource, Siming town is entitled as the hometown of fish and rice for a long time. In December,2004,Sheyang county combined all town agriculture and forest centers and multi-operation service centers into town agriculture technology popularization service centers,which are totally supported and allocated by Sheyang county and subject to the town government and town CCPC in management and directed by the Sheyang county department concerned in technology aspect.These centers have played an important role in popularizing new-type breed(s), disseminating new idea(s), training persons concerned, running agriculture operation outlets and educating and directing farmers to raise their awareness in preventing agriculture risk(s), etc. However, there exist some problems in the way of popularization, content, form, hardware, system, and so on. For example, the remuneration for the staff of the centers is less than normal; The fee for the running the centers is not adequate; The time for the popularization of agriculture technology can not be guaranteed; There is short of experimental base(s); The service way is dull; The quality of the staff for the science and technology service is not ideal; and so on.In accordance with the experience in developed countries and the practice in our country, in the purpose of doing well the town level agriculture science and technology service centers, we should firmly continue to go along the road of reforming and innovation and should raise continually our awareness and convince our public duty of agriculture popularization and clarify the management system of government and intensify the controlling of government.On the premise of intensification the investment by the government, we should perfect corresponding polices, and encourage the combination of multi-channel inputting and multi-service,of learning,researching and producing and develop agriculture cooperative organization and agriculture technology association and cultivate high quality staff.Only in this way, can we better serve the agriculture and countryside economy and the improvement of income of farmers.
