| Scientific and technological cooperative is a new type of cooperative emerged in rural development in recent years, which gives priority to science and technology research, and extension services. The scientific and technological cooperative researched in this paper is an abbreviation for scientific and technological farmers’professional cooperative, which differs from other farmers’profession cooperatives such as production, and marketing types. It is a new type professional cooperative by taking technology innovation as its feature, and research and development, demonstration and promotion as the core, which is a new type organization to promote farmers’agricultural skills, increase farmers’ income, and speed up scientific and technological achievements in agriculture, and agricultural extension service. It has increasingly become an important carrier to open up the path of agricultural modernization with Chinese characteristics. Along with the implementation of "Farmers’ Professional Cooperatives Law of The People’s Republic of China" in July 2007, scientific and technological cooperatives have experienced rapid development with remarkable achievements, however, scientific and technological cooperatives in our country are in a development stage from nonstandard to standard, from entity type to scientific and technological innovation service type. Associated with this process of change, some problems that exist in the development of scientific and technological cooperative have gradually revealed. Most of the members in scientific and technological cooperatives are local farmers, therefore, poor cultural qualities, lack of expertise, shortage of funds, low technology degree, and insufficient brand creation have become important factors restricting the development of scientific and technological cooperatives. Currently, the level of scientific and technological cooperatives is generally low, and is in a critical period of construction and development. With the rapid increase in the number, a systematic framework of development in scientific and technological cooperatives is urgently needed to construct through theoretical study to propose some recommendations which fit for development characteristics of current stage of scientific and technological cooperatives in China.On the basis of systemizing domestic and overseas research results and the status quo, this paper has probed into the concept and characteristics of scientific and technological cooperatives. Combined with of empirical research in Tianma Daisy Professional Cooperative in Sheyang County, learning advanced development experience from foreign cooperative organizations, and based on literature research from domestic scholars, the paper has proposed feasible countermeasures for the development of scientific and technological cooperatives in China:to play the role of government, to provide financial support and preferential policies for scientific and technological cooperatives; to strengthen multifaceted cooperation of scientific and technological cooperatives, to enhance the scientific and technological research and development and promotion of scientific and technological cooperatives, to create your own specialty brands, and to shape internal environmental factors conducive to the development of scientific and technological cooperatives. The paper has further summarized the construction path of scientific and technological cooperatives, proposed the idea of optimizing China’s development of scientific and technological cooperatives, expanded and deepened the research of construction in "team, base, network, achievements, store and brand" in scientific and technological cooperatives, and put forward the idea of constructing scientific and technological cooperatives mechanism integrated with government, industry, university, research, finance, and user and scientific and technological cooperatives association. |
