To Seek The Developing Path Of Science And Technology In The Transformation Times From Inflection Point In China

This paper tries to use the quantitative analysis of several indicators of China's scientific and technological development, and the "plane curve discrete point set quickly find ways of turning point" in mathematics as well as the synthesis and analysis of some major changes during China's scientific and technological development to identify the turning point of China's scientific and technological development , that is " inflection point of science and technology ", which can be an opportunity to elaborate the technological development trajectory in the transition period of China .The main elements: (1) Analyze changes of several key indicators which can measure the development of China's science and technology in this 11 years from1996-2006, such as scientific research and experimental development investment funds, enterprises'scientific research and experimental development expenses and their own shares, the output of scientific papers, the development of the patent and high Technology industry, the proportion of high-tech products in the export trade, and according to the meaning of science and technology inflection point and the mathematical methods to identify that most of its inflection points are in 2001. (2) Use qualitative analysis of the changes of China's economic development, structure of science and technology activities, technology policy, and the measurement of the starting point for the development and prospects of technology indicators to demonstrate the technology inflection point fatherly. (3) Discuss the problems in China's scientific and technological development and the analysis of the reasons after the inflection point These problems fall into three categories: the first is a temporary stage in the problem: research environmental issues and the problem of talent. The second is an old problem - the "official position" which is pertinacity and has great impact on China's scientific and technological development .The third is the new problems in China's scientific and technological development after inflection point: independent innovation.
